    Education includes schools, there are private schools. They're also more welcome in the better / higher rated Universities and will be accepted (although the Universities will never admit it) with lower grades than people from mainstream schools who will not fit the 'profile' of that University's normal student - has always happened, that's what privilege gets you of course.
