It's a reasonable point, but there will never be many occasions where an instinctive, last gasp challenge is made to block a shot outside the box. I don't know what's better for the game, consistency or pragmatism - and I've heard the phrase 'soft penalty' a lot over the years, which maybe speaks about us not always wanting to see the referee point to the spot as quickly as he might when a player drops to the floor under seemingly little contact. It divided ex-players, and it clearly divides fans. As someone else asked, how would people feel this morning if it was the Dutch instead, and that took the game to 2-0 - if the rest plays out the same and you lose 2-1 with that being the decisive moment?
