Alex Salmond’s main priority was Scotland becoming an independent country.
The SNP controlled Scottish Government published a White Paper headed Scotland’s Future before the 2014 independence referendum.
After the referendum was over my MSP Michael Russell told me that a lot of what was stated in the Scotland’s Future White Paper would never have taken place.
Normally a Government White Paper states exactly the details of a new law they are proposing to bring in but in the case of the Scottish Government White Paper Scotland’s Future it was basically a ‘wish list’.

No different from any other political party's election manifesto then? A list of hopes and dreams designed to lull the gullible into voting for them that get immediately abandoned once the target is achieved only to be used against that party by the opposition for the next four years.

A White Paper is not a political party’s manifesto.

A white paper listing all the intents of a party in the event that they're elected into power is pretty much a manifesto.
