    A white paper should fully describe the problem its addressing and propose effective and practical solutions. When a white paper is a wish list (Islay's description) of unqualified ambitions if elected into power it's nearer to a manifesto.

    Not disagreeing on what a white paper is or should be.

    When the SNP published their White Paper headed Scotland’s Future in the run up to the 2014 independence referendum they gave the impression that everything stated in their White Paper Scotland’s Future would happen if the Scottish electorate voted in favour of Scotland becoming an independent country.

    Once again you're describing exactly what every political party does in the lead up to an election. A list of lies or, as they title it, a manifesto.
