States using nuclear for perfectly legitimate, peaceful civilian purposes do not enrich uranium to 60 percent, the only reason to enrich to this level is to create nuclear weapons.

Israel threatens no one with their nuclear arsenal, nor has ever made any threat to use nuclear weapons.
