It's no more absurd than if you sue any public body, they don't pay the fine or compensation, you and me and all the other taxpayers do. Just one example, a few years back the BBC had to pay legal costs to Cliff Richard of around ?2 million. Didn't cost anyone at the BBC a penny, they just took it out of the licence fee money we'd paid them.
