Given that there was no Tory PM between the Parliament’s re-convention in 1999 and 2010 when Cameron took over, I’d suggest that it was after the latter date, which means one of the three nationalists who have held the title, presuming of course that Yousaf carried the Scottish Parliament’s vote today.
