I can see the thinking on that, and against a weaker team like Serbia, it is very frustrating that players who press hard for their club teams every week, seem to quickly stand off and retreat leading to Serbia, from being where we wanted them, under the cosh after 30 mins, suddenly having time on the ball and able to grow their confidence and fluency.
I can only think that Southgate doesn't trust the defensive minded players, and is wary that pressing high might leave us exposed if teams break through the press. It's a tough call for a manager, I suppose it's easy to say 'it's only XXX, we should be pressing them' but doesn't a manager have to keep the same system of play throughout the tournament? I honestly don't know the answer, but I fear that whilst energetic pressing might work against 'lesser' teams, Southgate may have made the call that we will be taken apart on the break by the better teams, so is keeping the system like this due to the defensive half of the team being our clear weakness.
But even saying that, the lack of energy and running in midfield was worrying, and prob would be inclined to start with Gallagher next time, and unless we can find a way of playing Fodent behind Kane, would be inclined to play Eze to drive down the left as Saka did on the right in the first half.
