I don't think you can conclude one way or another. They will have run up against the 12 hour limit for "charge or release" so will have opted to release so they can digest what they have learned when he was under caution today. They can arrest and release as many times as they like for the same offence and at the end of all of that either charge him or not. It is always a possibility that what he has said today could influence what they may or may not do in relation to other persons that are being investigated

If they’ve “run up against the 12 hour limit” as you claim, they can’t continue arresting and releasing as you outline, as the 12 hour limit is the maximum irrespective of how many arrests are made.
