Arranged marriage is only really practised by Hindus and Muslims. Seems to be a cultural and religious thing.

Theres a theory it was quite often caused by poverty, and was a way to survive which is why it died out in the west

Seems a fairly sound theory. However, these cultures - who are relatively well off here - still choose to practise it in the UK.
The authorities should take a dim view of it, instead of turning a blind eye.
