Cheating has to be punished so it's a no brainer, wouldn't give them to runners up though, just null and void.

Correct, not only did the old club cheat, they were then liquidated. Doesn't affect the the new club for some reason but can you imagine if a club like Airdrie for example, were liquidated, how they would be treated? Sent to bottom league perhaps? :/
