I believe that fans should only be allowed at matches between two Tier 2 teams. This would nullify any advantage Tier 2 would have over Tier 3 teams.

I don't understand how this would make it fair. It doesn't matter which tier the opposition is in if you are a tier 2 side you will always be allowed 2,000 spectators and away fans none. Anyway, the tiers could change. The only fair way is no spectators until all grounds are open.

A government review is coming up soon so id expect a few more grounds may very well lose the 2,000 capacity anyway
