I think it's fair to say that long term building simply won't suffice at clubs in the higher echelons. Instant success is demanded when tha talking Champions league and challenging for domestic honours.
I think that's why they target the clubs who are on the periphery. They clearly dunt put a penny of their own dosh into it. To get success at clubs like Nice takes major investment and as we know, Lee and Conway ain't going to do an Abramovich and use their own wealth as capital to gain success.
A can't think of any club involved in the higher echelons of any European top flight that hasn't been bankrolled by their owners. However, working the way that they do, if tha builds over time wi a smaller club then it is possible to ev relative success wi art getting heavily into debt.
