Yes, that is exactly what a squad is for. Theoretically, if you can put out a full team from a depleted squad then the game ought to go ahead. But I'm sure that those who make the decisions would not enforce that situation if it affected their darling favourite "big" clubs but consider what would happen if the game was the likes of last week us v Burnley.
"Play the fixture or you will be deducted points" would be enforced and certainly no consideration of an appeal.
If there isn’t a hard and fast rule for this then there needs to be. There are a set number of players in a squad. If a certain number are deemed to be fit for selection by a doctor then the game should go ahead.

They got time to get well, and we could bring in new players. However, bringing in new players could be a lengthy process these days, with the covid situation, brexit rules and working permit etc.
Also, there is a risk that some of their players go under the radar with covid and we get it into our squad.
