Most computer systems are fixable, there are of course, time and cost constraints. I am sure that scrapping Horizon and starting afresh would cost a huge amount of money and would take a considerable length of time. There would still be issues arising from any new system and it is up to the developers to sort them out. May as well, therefore, fix Horizon and as it seems the old problems are no longer occurring (maybe now hushed up) this is probably the most sensible option. Some systems, though, are not fixable, if the fundamental design was misconceived. I worked one system, problems existed throughout but the business refused to accept that it was a no hoper, right up until they tried to implement said new system. It wouldn’t work properly and the whole lot was written off at a loss of around £12m.

The faults in the system were clearly known quite early on. This wasn't about ignorance, this was about deliberate lies and the usual greed and protection of self interest by big business and people in high positions at the expense of the "little" people. Ian Hislop nailed this completely on the Preston show and (rightly) could not contain his very genuine anger which is doubtless shared by many.
