You need to come and spend some time in the US Brin. The way some criminals are treated here is an absolute joke. Shoot at someone just because they've pissed you off, you'll be arrested and out on $1,000 bail within 12 hours. Cause mayhem in the community, be arrested and found with 6 stolen firearms, released with an ankle bracelet the next day just because you're only 15.
