Isn't that because in that scenario the road will be closed off (which comes at a cost) to facilitate emergency evacuation which, for smaller crowd games, is not cost effective, so the concourse width then becomes the limiting factor?

We would give them the whole stand if we could, but the safety certificate says we have to limit No's in that stand

But what we've given them is far less than we gave Mansfield last season. I'd say this was a concious decision by Notts rather than an H&S issue. The concourse issue is only a problem if we have home fans in the stand as well. JP mentioned this in an interview.
