I think you are correct in many ways.
We basically have the same players that even struggled in the championship for the last third of last season. The only new additions have been an unproven striker and an over the hill defender.

I see a report that Sam wants to sign a defender, a midfielder and a striker; actually chap, you need another seven on top of those three, whoever they might be. Apparently, Oumar Niasse has said that he would like to play for Sam here at the Albion and that, if asked, he would jump into his car and drive to Birmingham! Somebody might like to tell him that he would be in the wrong place!
