    The system should have been set up to allow central government ie Westminster to make direct payments to councils based on their number of claimants for exemption or rebate because of their low or non existent income.
    It would have supported councils and encouraged local welfare services to make sure everyone claimed the level of REBATE they were entitled to. It would also have supported local democracy by taking the then Scottish Office out of the equation. Where you lived would benefit directly without some per capita calculations having to be made.
    Instead of discussion about how to improve the system we got civil disobedience and we are left with the problems caused by devolution.

    Did a really work out.
    Maggie Thatcher brought in the Community Charge (correct name) because there had been a rates revaluation in Scotland with an increase of over 4 times the previous rateable value.
    There should been a corresponding reduction in the price charge per £ for rates but numerous Labour run councils in Scotland took the opportunity to fleece the ratepayers by not having a corresponding reduction in the rates charged and blaming the rates revaluation for the increase in the rates.

    It is recognised by most as a shambles and rightly so.
    These were the same people who suddenly came out of the woodwork and registered to vote in the 2014 Scottish independence referendum.
    They should have been charged for non payment of their community charge but Salmond write off the outstanding Community Charge debt on the local councils books because Salmond was hoping that these people would vote in favour of Scotland becoming an independent country.
    Now the Scottish Government despite its lavish funding from Westminster under the rules of the Barnett Formula is pleading poverty with as large shortfall in funding of from memory £3.5 billion.

    At present 76% of a local authority’s annual income is paid by Holyrood with the remaining 24% being raised by Council Tax, Business Rates and other income.
    A local sales tax would be the fairest way as the wealthier people would spend more and contribute more in sales tax.
    It would also mean that people who live in Muirhead, Birkhill, Invergowrie and Monifieth but do their shopping in Dundee would pay their local sales tax to Dundee City Council.
