    All employers even public entities?

Here in the US, anyone at any time can put in a Public Records Request to see the full name, job title, length of service and annual salary of anyone who works for a public or government entity. Where I work we get notified about half a dozen times a year that someone has requested the information and we can appeal against it being disclosed if we wish but there are very few reasons that allow for a successful appeal.

I know that wouldn't apply to RUFC.

So in his latest Tisering, Douglas now confirms there was plenty of cash for transfer fees... but that we chose to spend it all on the wages of duffers who could not once get us into the top half of the table...
Thus, in his imbecilic manner, condemning himself and all the rest of this 'management' team - from Evans and Raynor right up to the top, for their catastrophic failings.
He points out that Stewart continues to bankroll the feeble efforts of them all.
    One could ask why?

Evans blue the lot, signing on fees, wages, & players agents, for players who are mainly sick notes.

I suspect TS often asks himself that. The fanbase constantly asks him to spend more. When he does spend more he gets..
    Blackstock
    Bechio
    Hugill
    Cafu
An array of injured veteran defenders
    Nombe and Tiehi
    This current teams wages.

Little wonder if he resents increasing budgets.

According to the website Smith & Icky both on 15thousand pounds a week.
I had a bloke working at my home last month, double of Owls player Bannon.
He was a Owls fan, he told me Bannon on 23 grand a week.
    To which this website says.
