I don’t really get the shirt thing. Why do it? So many other ways to celebrate and does it happen in any other sport?
Can’t remember a cricketer scoring a century/winning run/taking a hat trick and needing to rip their shirt off. Likewise I’ve never seen a rugby player score a last minute winning try/drop goal and do it, mind you it would take at least two helpers to remove a modern day skin tight rugby shirt.
Don’t actually understand why people get upset about it either. Storm in a tea-cup imo. Running round doing a windmill/Pete Townsend impression used to be good enough for the likes of Mick Channon. All for individual celebration, couldn’t care less if the shirt comes off, but an automatic yellow for celebrations aimed at inciting rival fans imo.

I believe the original idea was to prevent players removing their shirt to reveal a t shirt with a political or similar text. To prevent football getting embroiled in whatever the shirt slogan was about.

And that would be still bookable to me. I thought it was more those who launched it into the crowd or left elsewhere on the pitch and therefore slowing the restart down.

True, plus she has a reputation for going down far too easy.
