As has been said the 19-20 figure is deliberate, to create a "premium" situation that drives demand, which is the right thing to do. The steep stands, safe sanding and and all the rest are a given.

The architecture of the ground is more important than reduced capacity.
But if Milne's idea of 'premium' bears any relation to his other constructions , then I will not be expecting too much.
