I think any incoming signings will most likely be loans but I'm not sure what is the maximum number allowed at one club nowadays. We already have 3 and it doesn't look like any of them will be going back.
I think you're right that we'll be pretty far down the pecking order for any player looking to go out on loan because of our precarious league position. It probably follows therefore that we might be involved in a last day scramble to sign players who have been left on the shelf when they had hoped for a "better" option than us.

I'm not sure if there's a limit on how many you can sign but you can only name a maximum of 5 in a match day squad.
