I can only guess that there’s been no official announcement of an embargo because there might be legal issues attached to it, such as some criminal law breach or involvement with HMRC.

Or is it just a reluctance to admit they aren’t as massive as they like us to think they are?

Just checked on Fletcher's Owls record - 12 goals in two seasons in the Championship ie worse than say, Danny Ward... and Fletcher has still got another two years left on his contract at well over £30 000 per week... you do the maths (approx low estimate another £3million to pay in wages , could be nearer £4million, and that's just on one not very good player)
