The GERS calculation is fundamentally flawed as you well know Islay so you really should stop using it as a beating stick.

The UK was in surplus prior to the 2008 crash, no deficits anywhere. Since then, Scotland's *estimated* yearly revenues have increased by £20bn. GERS tells us though that Scotland's deficit is now £15bn, a swing of £35bn. Islay should now explain where the £35bn was spent, in Scotland, and since he's probably a GERS fanatic, I'm sure that will be easy enough for him.

By the way Islay, in the set-up to be introduced tomorrow, Tiers 1-3 in Scotland roughly correspond to Tiers 1-3 in England. England are going to be entering Scotland's equivalent of Tier 4 on Thursday but the tories will call it something else because following Scotgov's model would be too embarrassing for them.
