The only people who could truly know this are the companies themselves. They should take responsibility. Then you get people like Mike Ashley as a retail example who try and find a loophole even when they are told to close.
Construction workers repairing the footpath for instance
Can you imagine if it was totally left to companies There are more Mike Ashleys than you could shake a stick at

Good point. Not thought of that. Unless they had their own tools then maybe not...

Yes but you can't blame Boris for that.

I would say repairing a footpath would more than likely be organised by a local authority so you would expect councils above anyone to have the responsibility to call off the works.

Hs2, for example, should be stopped. But there could be on going works that are unsafe to leave, there could be works that are needed to be finished to aid distribution of ***** supplies across the country. People may be relying on houses to be completed to move into. Maintenance work going on in houses that are occupied. Gas, electric, water works. I think we'd all be onto the electric board if our power went down.

If Boris said all non essential construction work to be stopped then I would find that unclear and the Mike Ashleys of this world would find a reason to stay open.

Has it escaped your attention that the vast majority of LA work is contracted out to private companies [for which you can thank Thatcher

To work in a public footpath for example you would have to have the relevant permit in place which is given by the Local authority. They would have the power to stop works.

It's great so many people have volunteered to help the NHS but if,for example, they are asked to collect potential virus sufferers and take them to hospital surely that is spreading the disease. Or is that not what they will be employed to do ? Can anybody explain what their role will be?

Strange that some members of the public are confused as to what they should do.
The Governments directive is very clear. Stay at home. It's been saying this for a while now and it hasn't changed. Do not leave your house.
There are a number of reasons where the govt will permit us to leave your house and, if legitimate, you will not be stopped or fined.
But the mistake a lot of people are making is that they think that The Govt is encouraging us to go to the food shops. They aren't. Go when you are running out of food if you can't order it online. It doesn't mean you can go shopping every other day for something to do and a change of scenery.
It doesn't mean you should take up walking and go everyday instead of just on Boxing Day. The amount of people walking past my house has gone up 50 fold. They are like s flock of sheep who have no common sense. Stay at home, exercise at home.

As for construction works, the construction companies are making the decision for the nation by closing sites down, HS2 has stopped as has Taylor Wimpey and Persimmon. Leading by example.
Many of the Builders Merchants are only honouring current pre paid orders and then they will be closing. Any Builder who decides to plough on will run out of materials very soon.

Don't complicate the issue If you're in doubt. It's very simple. Stay at home

I recognise that people are going out for awalk who don't normally do it but some people do regularly go for walks and exercise you cant pen those sort of people in, think of their mental health plus as long as they are keeping 2m away from everyone they CANT pass on the disease. You tell me how they can!
Some people get a bit obsessive about this you can't go out of your front gate and its nonsense as long as you follow the rules.

I can smell smoke from people 10 -15 meters away.
From their lungs. Surely a virus could cover the same distance.
    Please say I'm talking daft.
