Why are the club focusing on atmosphere

Sounds to me like Latics are deflecting inept, gutless, clueless team performances, and focusing on the fans creating an 'atmosphere' at home games.
Really annoying actually. It smacks of partially blaming the fans. Start getting it together, winning games and giving people a reason to get excited, and more people will come. Then you will have your 'atmosphere'.
Does it ever occur to Latics that people get fed up with a side that's battling relegation most seasons (regardless of which manager is in charge). Also, the second half of this season has been like watching a pub team. It gets old.

TBH it's getting much better now but it's a battle to get the crowds back. The 3,000 that turned out against Orient is our hardcore and we are on a brilliant run. The Latics fans have always been fickle. Wait till the next big cup game comes along and they will all be scampering for their tickets.
