The Football League are waiting for the an agreement with the Premier League on new Solidarity Agreement to be signed. This agreement will then allow the Premier League to take the money from the clubs who have broken the Football League rules and then use the new Embargo rules and for future seasons the new permitted losses etc.
If this agreement is not signed then the Football league go to the Pre November FFP rules and fines etc. This is what the clubs voted for in November at Derby.
This new change helps Forest, but if the Premier League do not sign the deal then Forest will need to get at least 5 or 6 players off the books before they could make any signings.
