Yep, keep away from the big cities and it's great, and even some parts of SF are OK in small doses. Hard to pick a single "best" in the world, but Northern California/Oregon are definitely on the list.
I haven't been everywhere, but I've been to a lot of places, and the best beaches are in South Wales, if you can master the trick of catching them on a sunny day.

I've not done SW but Canford Cliffs beach is beautiful & IMHO beats hands down nearby Sandbanks.
