I just wanted to point out an alternative view to yours...
Yes, we performed well in 1990, as we did in 1996 and I guess you could include 1986 in that too. However, I would suggest that after winning the World Cup in 1966, we had more disappointing tournament performances than we did 'successful' ones. 1974, 1978, 1982, 1994 (all prior to the quota system being removed) were good examples, I think.
In fact, one could argue that we have our most consistent run of tournament performances (3 consecutive quarter finals between 2002 and 2006) after the quota system had been abolished.
