    You appear to be confusing different things. The deficit criterion applies to joining the Euro not the EU and it is almost impossible to join the EU and adopt the Euro at entry, There is long process in place, some will make it, some wont and others choose not to.

    Regarding the deficit perhaps you can answer this question - why do you think a country that has produced such huge surpluses in the last 35 years* and should be one of the richest countries on the planet has such a poor deficit at present? Why has Scotland had to contribute interest payments on huge loans it never needed? How was there no oil fund set up for future investment? Where has the money gone? Why do we have an economy that is so titled towards the financial sector and wealth concentration in The City of London?
