I don't think Ball is anywhere near good enough for the Championship as he's far too lightweight but at least he could be an occasional option from the bench.
However, I suspect the reason he hasn't been recalled is probably financial. TS has reportedly said that some will have to go out to allow others to come in, so recalling Ball would just tie up some of the budget unnecessarily.

If its financial regarding fetching Ball back from Bradford City, why have we fetched Yates back from Carlisle,
sooner have Ball back than Yates.

Bolton have signed the Everton midfielder who was at Wigan, they also have another Everton midfielder on loan for the season and Blackpool have also signed an Everton midfielder, there's a surfeit of midfielders at Everton but none that want to come here it seems.

Everton have now loaned out yet another midfielder to Wigan to replace the one they recalled and loaned to Bolton!

Judging by how the Everton first team is performing at the moment you have to wonder at the quality of those they are willing to go out on loan
