Bit odd to say the least.
I thought shirts were retired when players either die or have been there years and have become club legends?

I don't think Birmingham really meant to say they were retiring the shirt. It was just some official being button-holed by a reporter and making an off the cuff remark
Been at Brum since he was 9 years old so a fair bit of service. Could quite possibly become a very famous world class player. At a guess that's why they might have retired the shirt.
