    EFL propose salary cap for L1 & L2

    League One and League Two clubs would have to operate under squad salary caps, according to proposals put forward by the English Football League.

    Third-tier sides would be given a £2.5m ceiling for salaries, while the sum would be £1.25m for the fourth tier.

    The plan, as reported in the Telegraph newspaper, would also see clubs given automatic points deductions if players are not paid on time.

    The EFL hopes to have the cap in place for the 2020-21 season.

    Meanwhile, clubs would be given a vote on the introduction of maximum 20-man squads.

    If approved, it would mean only 20 senior professionals at each club, with eight homegrown players - those produced from the club's academy system - within that group.

    EFL chairman Rick Parry recently told MPs the game needed "a reset post-Covid", because of the prospect of a £200m hole in finances throughout the three affiliated leagues, including the Championship.

    It is suggested clubs would have a season's grace in which to comply with the new measures, while clubs relegated from the Championship would also require a transition period given the disparity in player earnings and income between the second and third tiers.

    Salary caps exist in English rugby union's Premiership, in which member clubs can spend £7m per season, and rugby league's Super League, which has a limit of £2.1m.

    Would love to see this happen more than anything else, at all levels. Force clubs to invest the huge sums of money that's currently going into agents' pockets back into the local community to bring on local talent.
    Eventually, bring in a rule that says x amount of players in your starting 11 have to be home grown. Let's not forget Celtic won the European Cup in 1967 with a whole team of local lads. Bring back the 'romance' into the game as Colin would say.

    Agree. The salary cap is a step forward too.

    Great idea and in the long term great for the England team as more local players would be in the game - but might cause issues before the end of December as we have to abide by EU rules until then and no doubt someone would cry foul about freedom of movement being infringed if 8/20 players had to come through the academy.

    I'm surprised that the NL has not had a salary cap with so many clubs struggling with their finances.

    Anyone know what an average L1 and L2 salary budget looks like? How many clubs would currently be over the proposed 2.5 and 1.25 million ceilings?

    Also, is it realistic for a club relegated from the Championship, where no salary cap has been proposed (as far as I know), to reduce their budget to this level over one summer?

    I like the idea though. As others have said, it would encourage teams to develop and play their own youngsters, and would put the breaks on **** clubs with rich owners, like Salford.

    most clubs are outside the limit - one non league forum reckons there only maybe 4 or 5 within it. In addition the 20 player limit including 8 who had to come through the academy would make things interesting.

    With a 20 man squad the L2 limit would be just over a grand a week per player.

    What would our owners make of this though? Wouldn't it weaken our obvious advantage at this level and thwart what they do best, spot talent at other clubs via stats.
