The FA make the decisions and the FA "own" Wembley (on HP). They will not want to lose out on TV/Media income and see it go to another stadium.

If there was any sense of football coming together and try and keep a flame burning the FA Cup Final should be played at Gigg Lane Bury .
A wonderful opportunity here for the world of football in this country to advertise the club to the world and you never know someone may just want to resurrect it .
