    New penalty rule

If the penalty decision in the Man Utd and Palace game is anything to go by there will be hell of a lot of re-taken penalties this season. It will be almost impossible for a keeper to stay exactly on his line unless he doesn't move at all.

I don't like Man U but that was a farce last night. Personally, I'd do away with penalties altogether (apart from shoot-outs), there's far too many of them given these days and barely any are warranted, in most situations the attacking team wouldn't have scored if the 'foul' hadn't been committed. Booking or sending's off for preventing near certain goals would suffice.

Notts are in the last minute of extra time in the play off v Chesterfield. The game is poised at 1-1 and heading to penalties when Roberts is put through on goal, he gets in to the box and before getting a shot off is tripped from behind, a tactical foul. However, the rules have changed and a free kick is awarded and the player is sent off. The free kick is subsequently put in to row z and Notts go on to lose the following penalty shootout. You would say that is better than the current ruling?

I don't think UTM was thinking along the lines of scenario that gives an advantage to your own club, more in general terms for the good of the game. Penalty decisions are often controversial, so why not do away with them altogether and award a free kick from where the offence has taken place and punish the offender accordingly? Takes away the controversy and the obvious advantage of a 'dodgy penalty' award.

You can just as easily counter that with a scenario where Notts make a tactical foul in the last minute to avoid defeat and then go on to win the shoot out. You play to the rules but there comes a point where you have to ask, is this rule sucking the joy out of the game? Penalties have become, for the most part, cheap token goals awarded on a whim by the officials.

'Kick ins' instead of throw ins? Might encourage the players to keep the ball in play, so's we can actually see some footy.

    Yellow Card: Caution as now
Black Card: 2 Yellows, sent off and punished with a 1 game ban but can be replaced by another player.
Red card: 3 Yellows, sent off as now.

Shielding the ball by the corner flag is incredibly frustrating and often invites trouble (Notts had a man sent off at the City Ground for kicking Steve Hodge up in air for doing it). Put it down as ungentlemanly conduct and award a free kick (as good as a corner) to the attacking team.

It's our fault that the penalty rule was introduced in the first place:

    http://www.footballsite.co.uk/DYK/DYK05-Penalties.htm

Many in the English game had rejected the idea of penalties as it implied that some players were ungentlemanly. However, an incident at the Notts County v Stoke FA Cup quarter-final on Saturday 14th February 1891 led to a change of opinion and the introduction of the penalty kick. With just seconds of the game remaining and with County 1-0 up their full-back Hendry denied Stoke an equaliser by handling on the line. The resulting free-kick was on the goal-line but the County 'keeper Toone easily smoothered it. Notts County went on to reach the final.
