    Wouldn't be easy to police pip. Maybe one block/ row at a time. Then people linger in the concourses after the game or go to the bog. I suppose it would be easier where crowd capacities are limited,

    True. Life changes though due to events and you adapt accordingly. 20 years ago you could fly without submitting to a full frontal photo expose/colo-rectal exam but 9/11 and other events changed that. At least with regards the viewing of live football it seems any change in behaviour to do so will not be forever (hopefully).
