It is in the rules. Refs are under very strict orders to punish with red card exactly that type of entry into a ruck. He kept his contact arm so close to his body and hit the Welsh player on the head with his shoulder perfect example of a red card offence. Hit the guy on the chest no problem but he did accelerate from a distance to make the hit so could have been a 10min yellow but defo some kind of foul.
