Eurostar actually wants 585 million euros from the UK government to bail it out. Macron is vehemently demanding that the UK government agree to donate the money. Eurostar is 55% owned by the French government within SNCF the government owned national railway company, 5% by the Belgian government, 30% by a Canadian private investment company and 10% by sundry investors.
Meanwhile Eurostar is beginning to to spend 600 million euros to extend into Spain.
The UK government has no financial interest in the company and has thus refused. The Eurostar company can fail and all the physical infrastructure will still be there for another train operator. The physical infrastructure is owned by another company.
