    He also says: "We think we’ve come up with a solution that I hope everyone can benefit from," so I would assume that means the option to pay is there should you be so inclined while the previous promise is still honored.

    Its hard to say. Many folk have lost their jobs, especially in the travel and hospitality industries. Others have seen their income drop through being furloughed. Small business owners have been hit hard. So yes, there have been a lot of losers.

    On the other hand most folk have not spent as much at the shops, or on eating out, because of lockdown. Many workers have been able to work from home, especially in large companies and in government/local authorities. They have spent far, far less on travel to work. Essential/key workers probably haven't seen any difference in income, but there has been less to spend their salaries on. Few folk have spent cash on foreign holidays. Retired folk won't have seen much difference but agin there's been less to sepnd to spend pensions on.

    So, in a purely financial sense, the pandemic has been a mixed bag.

    Yes, clarity is needed.
