You don't need 'evidence. Police in the UK can arrest if they have reasonable grounds to suspect. This can equate to 'a gut feeling' (that the person may have done it). See Prof Zander.....

Maybe you have been at the gin but I wasn’t talking about the police and whether they had but there is no evidence anywhere officially of whom the police may have arrested hence the dangers of social media hence allegedly.
