No. Punishment requires a finding of guilt.

The options available to a court after a finding of fact for a person who is unfit to plead are a hospital order, a guardianship order or an absolute discharge. A hospital order is only available for a person with a disorder that is amenable to treatment.

I don't know the details of the Ahmed brothers, but if they have dementia, autism or some other untreatable condition then a hospital order would serve no purpose and would not be available..
