It's more nuanced than that.
There's a duty and code surrounding what Civil Servants do.
A big part of that relates to the law.
That's what's happened here, and Vacant has got round it by this ministerial direction.
It's not as black and white as "ministers can do what they want".
It's never actually going to happen anyway.
Or if it is, it'll be after a big fight with lefty lawyers, biased civil servants and a biased BBC.
