Everton being sold to American Investment fund

hope to be completed by the end of 2023.

Does this mean the end of Dyche's tenure and worse still will Everton become competitive in the winter transfer window?

Sacking Dyche would be madness and trying to integrate loads of new players quickly usually fails.

Best bet would be to keep Dyche and buy him two real Bobby Dazzlers who can hit the deck running and integrate easily into the existing team. That's what I would do anyway.
