I looked it up this afternoon Godsend, the EFL set up a " Embargo Reporting Service ", established last year 2021, to
clarify what teams under a embargo.
Derby County were under embargo for 3 reasons -
[1] Failure to provide Accounts
[2] Default on payments to H.M. Revenue & Customs.
[3] Breaking the Leagues Financial Fair Play Rules
Clowes brought the club out of administration, but have to work with the EFL, when it comes to signing new players,
& re-registering those out of contract, but they are not under a specific embargo, it is more a " Business Plan ",
which Derby County will have to stick to, & will involve things like a cap in wages & transfer fees, that can be paid
to sign players.
The EFL provided a update, when Clowes Developments completed the takeover -
" As part of conditions " of continuing membership of the EFL, the club, while remaining under a restriction embargo,
the club will be permitted to sign new players in accordance with the terms of the business plan.
The Plan - Which has been jointly agreed by the new ownership [Clowes Development] & the EFL include restrictions
in respect of transfer fees, players wages & agents fees.
Any application to register players must come with the terms of the agreed plan.
So Derby County do not have a transfer embargo, but must comply to the business plan agreed with the EFL.
Only club currently with a transfer embargo, on the EFL Embargo Reporting Service, is Reading FC
