I assume you are referring to Nick Lowe who wrote it, but it was performed in 1979 with rockpile.
Turns out he wrote it when with Brinkley Schwartz but not released.
Big influence on many other artists was Nick, notably elvis Costello. Checking on this now lead me to find an elvis Costello cover of a Brindley Schwartz favourite, surrender to the rhythm

Correct. So were some of Dave Edmunds hits but on the 'charts' they were credited to Edmunds and not to Rockpile.
