I think we just gave in to them because of the upcoming possible Efl punishment.

The reason for the punishment of expulsion from the competition was different but both were for fielding an ineligible player---

Barnsley FC Breach of Rule 103 Playing a player in a replay who was not registered for the first game

Forest Green FC Breach of Rule 109 Playing an emergency loan goalkeeper (thereby making him "Cup Tied" and unable to play for another club in that year's competition) without the express permission of the parent club

One key difference is that Forest Green decided to go through the appeals process at the FA but a decision was taken at Oakwell not to do so. Who made that decision and why has not been clearly explained. Parekh said something at the Fans Forum along the lines of both the Horsham Chairman and him agreed a second replay would be the best thing but the FA disagreed. Parekh still had the right to challenge that administrative ruling at an Appeal but Barnsley chose not to do so
