What happens should a team be denied, for example, a clear penalty and 8 of them surround the ref? Do we face the prospect of all 8 of them being sin binned so it's 11 v 3 for 10 minutes?

No just simplify the matter by sin binning the first player to sound off.....the message should get across.

If it follows the pattern of recent rule changes, i.e. delayed flagging for offside, ball not having to go out of area on goalkicks, then it will make the game worse.

Yes that seems sensible but we obviously have to remember that the rule would only apply if a Rotherham player did it.
As demonstrated by Plymouth and Swansea then their players are exempt

TLC, that's the problem. Even when clubs and players alike were warned that hounding/harassing an official wouldn't be tolerated anymore, it looks like it's never gone away and officials let it boil over far too much. Straight Blue, off to the sin bin, job done!
