Defence isn't about defending borders, the idea of an invasion by another power is pretty much a thing of the past - just look at the Russians invasion of Ukraine - what did it achieve? Same with Israel in Gaza.

Defence is about having the greater potential to destroy an aggressor, or potential aggressor, at a distance whilst incurring the minimum damage to yourself. It's the potential that creates the defensive posture and not the actualisation of the attack.

Yes, I would call that deterrent, but that is essentially what you are describing. Strike me at your peril. Something that the Israelis must possess, given the relatively few major attacks that they suffer in a part of the world where almost everyone around them is hostile, rightly or wrongly.
