How the f@ck does this work

Inter keeper gives away a stonewaller but its not given at the time. It goes to the video ref. When the video ref is deciding the Ref allows Verona to make a sub. Not any old sub, their normal pen taker Pazzini who has hit 3 out of 3 this season. Once hes on the ref decides its a pen and Pazzini scores. Surely that shouldn't be allowed, surely no subs should be allowed during the deliberation period

Also to be noted there were 4 and a half minutes between stopping and the pen being struck. Plus the sub that's 5 added on already.

Then to make it all more confusing

Both teams made 3 subs in the second half which is by the rules 3 mins added. Yet the VAR stoppage was 4 1/2 mins. Even excluding the sub during the VAR stoppage there should have been 7 mins at least added. Does this mean that video deliberation doesn't count towards injury time?
